Error occurs when adding a translation to web content structure

Steps to reproduce:

1. Go to Content&Data > Web Content > Strcuture
2. Add a title and a text field to the structure
3. Add a Chinese translation to the title field
4. Publish the structure

Actual result:
"Error:Your request failed to complete." occurs, could see the tranlation when swiching the language, the text field is cleared after the failed publishment. Add the text field back and publish, the structure is able to publish and the Chinese translation is also persisted.

Expected result:
The publishment is successful.
