Entering blank value for CCR config does not allow the value to be changed later

Steps to reproduce:

1. Go to Cross-Cluster Replication config
2. Check the "Enabled" checkbox
3. Click Save
4. Go back to the Cross-Cluster Replication config
5. Enter a value for "Cross-Cluster Replication Local Cluster Connection Configurations", ie "localhost:8080,ccr"
6. Click Save
7. Go back to the Cross-Cluster Replication config

Expected Result
In step 3 the config should require that a local cluster config be set before it is able to be saved

Actual Result
Step 3 will save and in step 7 the "localhost:8080,ccr" value does not appear in the local cluster config
