 Description:
Parent Field Set modal navbar is displayed

 Steps to Reproduce:

1. Go to Site Menu > Content & Data > Kaleo Forms Admin
2. Go to Kebab menu > Manage Field Sets
3. Select to add a new Field Set > Click on "Select"

 Expected Result:
Parent Field Set modal navbar is not displayed because a modal's title should be displayed (refer to LPS-124944)

 Actual Result:
Parent Field Set modal navbar is displayed

Verified on master DXP: 404cf2bd6ae71f6f2740c5c5d75102fbc100da7f
