The default language translation is cleared in fieldset after switching the lanaguage

Steps to reproduce:

1. Go to Content&Data > Web Content > Strcuture
2. Navigate to FieldSets
3. Click Create New Fieldset
4. Add a fieldset title
5. Switch to Chinese translation without any changes
6. Switch back to default lanaguage
7. Check the fieldset title

Actual result:
The default language translation is cleared in fieldset after switching the lanaguage. This only happens in the first adding the fieldset title, after adding the title again and swtiching back, the title persists.

Expected result:
The default language translation persists in fieldset after switching the lanaguage.
