If users was removed and has created layouts the conversion from regular pages to content pages is not working

Reproduction Steps:

0.) Use a Liferay 6.2 vanilla bundle with the latest fix pack.

1.) Create a new site.

2.) Add a new user to the system and add him as a member of the new site.

3.) With the new user created in the new site some pages.

4.) Login with your admin and delete the user created in step 2.

Checkpoint: Shutdown the system.

5.) Make an upgrade to Liferay 7.3.

6.) If the upgrade has finished start the system and try to convert any of your pages to a Content page.

Result: You will get the message 'Success:Your request completed successfully.' and nothing actually happens.

Expected behavior: The user should be able to convert the page to a content page.
