 Description:
Asset creator is receiving a notification (and being able to transition) in a workflow step for any new workflow or edited Single Approver

 Steps to Reproduce:

1. Go to Applications Menu > Workflow > Process Builder
2. Click on "Single Approver" > Click on "Review" step > Assignments
3. Select an assignment for a role that the current user does not belong (If using Test Test, remove the "Administrator" role)
4. Assign "Single Approver" to Blogs entry
5. Create a Blogs entry

 Expected Result:
User does not receive any notification

 Actual Result:
User receives a notification and can transition it
