Steps to reproduce:

1. Start bundle 7.3.10 GA1
   1. Enable Publications
   2. Add a new publication "P1"
   3. Add a new web content
2. Upgrade to master
3. Assert work on "P1"
4. Navigate to Publications
5. Assert "P1" status is OUT OF DATE
6. Navigate to web content make some changes

Actual Result: The error message display on the page.

Error: Your request failed to complete.

Expected Result: The error message should be more specific like

Error: Unable to make changes on "P1" because it is out of date with the current release.
