Builder Title bar is getting scrolled off upon inserting too many elements in the Structure

Description

Upon inserting enough elements in a structure, the Builder title bar above the Structure title gets scrolled away.

Steps to Reproduce

1. Go to Content & Data > Web Content > Structure tab  and create a new Structure;
2. Start inserting elements in the structure (e.g.: Rich Text elements);
3. Upon reaching some size, the Builder title bar will get scrolled away (bug)

Expected Result

This sidebar should not be scrolled away.

Actual Result

Upon inserting enough elements in a structure, the title bar above the Builder title bar above structure title gets scrolled away. (ActualResult_Dec21_LPS-125205.mp4)
