Add option to add Widget Titles back to Content Pages

      Description

      In the past on content pages, and presently with widget pages, you were able to configure whether you wish to display a title for a widget (and what the title should be) through the Look and Feel Configuration menu. However, this option was removed from Content Pages as a design choice (as of https://issues.liferay.com/browse/LPS-95673) and the limitations resulting from this removal are detailed in our documentation here: https://learn.liferay.com/dxp/7.x/en/site-building/creating-pages/building-and-managing-content-pages/using-widgets-on-a-content-page.html

      Widget Look & Feel: On Widget Pages you can access the Look and Feel menu through the widget's Configuration Menu, offering fine-grained control over its CSS. This is not available for widgets on Content Pages, since the look and feel of your content is defined in the Theme or by using Fragments.

      However, it would be helpful if there was a way to toggle this option on or off, like a checkbox, so that the user can decide if they want to display titles for widgets on their Content pages like they were able to in the past.
