Error message is not displayed when trying to save without default language title

Description

When user do not fill a Title for the Default language and clicks on Save, the error message is not being displayed. It is only displayed after trying to save from a translated language.

Steps to Reproduce

1. Go to Content & Data > Web Content > Structure tab > Add new Structure
2. Without filling the Title, click on the Save button (bug)
3. Choose a language to translate and insert a translated title
4. Click on the Save button and observe that the error message is displayed

Expected Result

Error message should be displayed when user tries to save a structure without the default language title.

Actual Result

Error message is only displayed after translating the title for a different language. (ActualResult_Dec28_LPS-125368.mp4)
