Step to reproduce:

1. Add a Site Role named Page Author
2. Define Permissions > Site and Asset Library Administration > Site Builder > Pages
3. Assign the following permissions to Page Author
   General Permissions

   Access in Site and Asset Library Administration
   View
   

   Resource Permissions
   Site

   View Site and Asset Library Administration Menu
   

   Page SEO

   View
   

   Page

   Update
   Update Page Content
   View
   

4. Add a new user
5. Assign the user to the default site
6. Assign the Page Author to the user
7. Navigate to the default site
8. Product Menu > Configuration > Workflow
9. Enable Single Approver for Content Page
10. Impersonate User
11. Navigate to Home page of default site
12. Click the pencil icon
13. Make some changes > Click Submit for Publication
14. Product Menu > Site Builder > Pages
15. Click the ellipsis button of Home page entry > Preview

Expected Results:
The modification should be shown in Home page

Actual Results:
The Page Author doesn't have permission to preview.
