If the Web Content is not filled in the default language, the translation values are not persisted

Steps to Reproduce:

1. Go to Content & Data > Web Content > Structures
2. Create a structure
3. Add a few fields
4. Add a translation
5. Go to Web Content tab
6. Create a Web Content based on the created structure
7. Fill only the title, do not fill the values of the fields on the Default language
8. Fill the title and all the fields of the translated language
9. Publish the Web Content
10. Open the created Web Content
11. Change to the translated language
12. Observe that the translated values are not filled.

Expected Result:
The values of the translation must persist even with the blank default values.

Actual Result:
The translation values are blank.
