It's possible to edit a fieldset after adding it to a Structure if it has Field Groups

Description

When a fieldset is added to a Structure, it's possible to get the focus, duplicate and delete field that are inside a Field Group on the Fieldset.

Pre-conditions

1. Go to Content & Data > Web Content > Structures tab;
2. Click to create a Structure > Fieldset tab and create a new Fieldset with nested fields;

Steps to Reproduce

1. Content & Data > Web Content > Structures tab > Create new structure;
2. Add the fieldset;
3. Observe it's possible to select, duplicate and delete Fields that are inside a Field Group (bug)

Expected Result

It should not be possible to edit a fieldset from the Structure builder.

Actual Result

If the fieldset has a Field Group, it's possible to duplicate and delete fields that are inside this Field Group. (ActualResult_Jan19_LPS-126012.mp4)
