It's not possible to use the Basic Web Content as a Fieldset if Instance language is not english

Description

When trying to add the Basic Web Content as a fieldset for a structure when the instance language is not English US, an error message for the rich text field is displayed on the builder.

Pre-conditions

1. Go to Control Panel > Instance Settings > Localization and change the Default language.

Steps to Reproduce

1. Go to Content & Data > Web Content > Structures tab > Create new structure;
2. Go to Fieldset's tab and add the Basic Web Content  (bug)

Expected Result

It should be possible to use the basic web content regardless of the instance language set.

Actual Result

When the Basic Web Content is added to the builder, an error message for the rich field text is displayed. (ActualResult_Jan19_LPS-126014.mp4)
