Entire fieldset is lost when trying to save without the default language title

Description

When trying to save a Fieldset without the default language, an error message prevents the user to save it, but if the user clicks again on Save, the entire fieldset is lost.

Steps to Reproduce

1. Go to Content & Data > Web Content > Structures tab > Create new structure;
2. Go to Fieldset's tab > Create a new fieldset;
3. Add some fields to the fieldset;
4. Change the language and insert a translation title (but not a default title);
5. Try to save the fieldset, and click to Save it again after error message is displayed (bug)

Expected Result

An error message preventing the user from saving the fieldset without a default title should be displayed.

Actual Result

The error message is displayed, but when trying to save again the fieldset modal is closed and the created structure and translations are lost. (ActualResult_Jan19_LPS-126018.mp4)
