It's possible to save fields that have options without any options for a fieldset

Description

When creating a Fieldset, it's possible to save it using Select from List, Single Selection, Multiple Selection and Grid fields without setting any options to it.

Steps to Reproduce

1. Go to Content & Data > Web Content > Structures tab > Create new structure;
2. Go to Fieldset's tab > Create a new fieldset;
3. Add a Select from List, Single Selection, Multiple Selection and Grid ;
4. Save the fieldset (bug)

Expected Result

An error message preventing the user from saving the fieldset without any options to these fields should be displayed.

Actual Result

It's possible to save the fieldset without setting any options to these fields. (ActualResult_Jan19_LPS-126019.mp4)
