Steps to reproduce:

1. Create a new site role
2. Create a new user
3. Add the user to a site
4. Add the role to the user
5. Create a new page (blanck page)
6. Change the page permissions: (Add the customize, update and view ones to the new role)
7. Login with the user
8. Click on the pencil icon on the top

Expected: The page could be modified

Current: The page is displayed but the util buttons are not shown (so the page could not be modified)
