Add an option to change whether autoscrolling to the web content title in an asset publisher is on/off

currently, if the web content's content is too long for the browser's maximum height, and if we click on the title of the web content, the scroll automatically scrolls to the title of the web content and the header / main menu is no longer visible.

We would like to have an option to turn this off.

      Steps to reproduce:

      • Sign in as an admin
      • Add a Public Page of type Widget Page called "Product" with a 1 column template
      • Navigate to the newly created page
      • Add an asset publisher on it
      • Configure the asset publisher as follows:
      • In the Asset Selection tab, change the Source Asset Type to Web Content Article
      • In the Display Settings tab, change the Display Template to Table and set the Asset Link Behaviour to View in Context. Check "Set as the Default Asset Publisher for This Page". Save.
      • Add a Basic Web Content. Name it Test. In the content, add enough characters (one per line is enough, you can repeat the same character on each line) so that the content is higher than the height of the window (meaning you will later have to scroll the page to see it all when it is displayed). Also set the Display Page Template to Specific Display Page Template and select the Public page named Product. Publish.
      • In the asset publisher on the Product page, the title of the Test article should appear. Click on the title.

      Actual result:

      • The content of the Test article is displayed on the page (http://localhost:8080/web/guest/-/test) and the page scrolls to the title of the article, so the site header is not shown anymore.

      Expected result:

      • The content of the Test article is displayed on the page (http://localhost:8080/web/guest/-/test) but the page doesn't scroll to the title of the article, it should remain at the top and the site header should be visible.
