Description:
When the scroll bars appear due to a Child Page name exceeding the size of the Navigation Menu, the vertical scroll bar is hidden and blocks your ability to click on the ellipses for the Child Page.
Steps to Reproduce:
1. Build a Public Page named "Home"
2. Build a Public Page named "Search"
3. Build a Public Page named "Content Page"
4. Build a Public Page named "Widget Page"
5. Build a Public Page named "Portlet Types"
6. Add a Child Page named "Blogs"
7. Add a Child Page named "Message Boards With Extra Wooooooooooooords"
Expected Behavior:
Ellipsis menu is loaded on-screen.
Observed Behavior:
Ellipsis menu is blocked by scroll bar. Attempting to scroll to the right to view the menu closes the menu.

Per the PTR, the expected behavior is that there is no horizontal scroll bar
