"more colors" selector is missing from portlet Look and Feel Configuration

Steps to reproduce

1) Add a widget page
2) Add a web content with basic web content and some ipsum text
3) Use the ellipsis menu in the widget topper to get to Look and Feel
4) Go to background styles and try to select a color
5) Try to find "More Colors"

Results of Testing

 Expected Result: The gradient color option should be selectable from somewhere on that page
 Actual Result: There are no additional color options available for the users
