Websphere9 - Pages admin does not render with javascript.fast.load

Steps to Reproduce:

1. set in portal-ext.properties

   javascript.fast.load=true
   

2. start websphere bundle
3. Open web browser with portal
4. Open browser tools js console
5. Assert js errors thrown
6. Navigate to Product Menu > Site Builder > Pages, or

   http://localhost:8080/group/guest/~/control_panel/manage?p_p_id=com_liferay_layout_admin_web_portlet_GroupPagesPortlet
   

Expected Result:
Page renders and no js console errors

Actual Result:
inconsistently the page does not render, and js console errors:

Afterwards, the page seems to fail infrequently after adding more pages. One way that I was able to more consistently reproduce was to not click anything in the portal for about a couple minutes and returning to the page admin. See below video.
