The web content template used in WCD or Content Display could be deleted

Step to reproduce:

1. Add a web content template for Basic Web Content structure
2. Add a web content based on Basic Web Content
3. Add a content page based on Blank
4. Add a Web Content Display or Content Display
5. Select the web content in WCD or Content Display
6. Select the new template
7. Navigate to Web Content admin > Templates tab
8. Click the ellipsis button of template > Delete

Expected Results:
There should be an error message shown:
The template cannot be deleted because it is required by one or more template links.

Actual Results:
The template is deleted successfully.
