[UI] Add checkbox to include baseline Elements for custom clause framework

      Description

      When creating a Blueprint with Custom Clauses, we can help Search Admins get started by optionally including a baseline set of Fragments. Unchecking this option will start from a completely blank Blueprint.

      Acceptance Criteria

      On the "New Search Blueprint" modal dialog:

      • The Custom Clauses radio option contains a checkbox for "Include Baseline Fragments"
      • The checkbox is disabled when "Custom Clauses" is not selected.
        • Note: this prevents accidentally toggling the checkbox when selecting the Custom Clauses radio option.
      • The checkbox is checked by default.
      • There is a tooltip with the following text "Baseline Elements emulate the behavior of Liferay default clauses."

      On the Blueprint edit form (after clicking "Create" on modal dialog above):

      • If Custom Clauses > Include Baseline Fragments was selected, then include Baseline Fragments in Query Builder.
      • If Custom Clauses > Include Baseline Fragments was not selected, then Query Builder is empty.

      To Do:

      • Select which Default Fragments will be included when "Include Baseline Fragments" is selected.
