Issue description:
After installing 7.2 DXP Fix Pack 9, the AlloyEditor no longer has the pop-up to align an image when clicking on it
Reproduction steps:
1) Start 7.2.x and login as Admin
2) Go to left Sidebar > Liferay DXP > Content and add a new Basic Web Content
3) Click in the content editor and then on the "+" button > select the Image icon and choose one image
4) After the image has been added to the content editor, click on it:
Expected:
A toolbar with options to: Align to Left/Center/Right - Link - Alt to pop-up
Actual behavior:
Nothing happens
