Segments with both context and model criteria are not correctly evaluated with guest users

Reproduction steps:

1. Go to Site administration -> People -> Segment
2. Create a segment called "liferay.com with English language" that contains following rules:
   • User => email contains liferay.com
   • <AND>
   • Session => languageId = en
3. Create a Content page, put a Header fragment on it
4. Write "Default" in it
5. Create a new experience using the "liferay.com with English language" segment, configure it before than the "Default" experience
6. Change the header to "liferay.com with English language" and save the page
7. Open the page in an incognito window (guest user)

Expected behaviour: "Default" version of the page should be shown

Actual behaviour: "liferay.com with English language" version of the page is shown
