My Workflow App cannot edit when set editable for Test Test

Reproduce steps:

• Login
• Create Object of App Builder named "my custom object" > add text field named "My Form View" > goto Table Views tab >Add "My Table View"
• Go to Apps of App Builder add "My Workflow App" in Workflow Powered tab
• For "My Workflow App" Initial step choose: "my custom object", "My Form View", "My Table View"
• For "My Workflow App" step 1 choose: "Administrator", "", "editable" of Data and Views
• For "My Workflow App" step 2 choose: "Administrator", "", "editable" of Data and Views
• Click Deploy > click Product menu button > save
• Add entry of "My workflow app" named "Content"> submit
• Click kebab of Content > view > assign to Test Test
• Click kebab of Content > There isn't edit in the list

Expected Result:
Can edit "Content"

Actual Result:
Can not edit "Content"
