Links in Product Menu are shown without padding between them

Steps to reproduce

1. Start Liferay 7.3.x
2. Log in
3. Open Product Menu and open any of the dropdown menus

Expected behavior
There is some padding between links

Actual behavior
There's not padding between them (see attached screenshot)

Additional information
Third commit in LPS-125355 only applies in case the compatibility layer has been removed (see LPS-123359 for more information about removal of compat layer). Because of that reason, we need to keep those files in any branch before 7.4.
