Repro Steps

1. Edit the home page and add a Heading fragment
2. Publish the page
3. Edit the home page again
4. Edit the text within the Heading fragment
5. Press Ctrl+Z to undo changes

Expected Result
Ctrl+Z undoes the text changes
Actual Result
Ctrl+Z does not undo anything

Additional notes from PTR-2233:
While the user is actively editing text, Ctrl+Z should only undo text changes, even if there are no changes to undo and the saved actions history is non-empty.
