Global folder cannot be accessed in Dutch (BE)

Steps to reproduce:

1. Set property and start portal:
   locales.enabled=nl_NL,en_US,fr_FR,nl_BE

1. Create a site
2. Go to its languages settings and set the default language to nl_BE, then remove the en_US and nl_NL, so only fr_FR and nl_BE remain
3. Create a structure with DocMedia and Image fields (the issue is reproducible with both of them), then create a template for this structure
4. Checkpoint:
   Start creating a web content with this structure
   Select Doc&Media -> Sites -> Global
   Result: No Error, expected

1. Add /nl/ to the url so it will use NL language
2. Execute step 5) again
