Field Groups remain visible even though all Fields are hidden through Form Rules

Steps to Reproduce

1. Start up a clean instance of DXP 7.3
2. Create a new Form called ‘Upload Data’
3. Drag a Single Selection field to the form with the following options:
   1. Spreadsheet Upload
   2. Enter List
4. Drag an Upload field onto the form
5. Drag two text fields onto the form, one labeled ‘Item Name’ and another labeled ‘Item Description’
6. Arrange the two text fields so that the fields form a Fields Group
7. Click on the Fields Group and modify the settings to enable the ‘Repeatable’ option
8. Go to the Rules tab of the Form
9. Create two rules with the following definition:
   1. Condition: If Single Selection Is equal to Value Upload Spreadsheet
      Actions: Do Show Upload
   2. Condition: If Single Selection Is equal to Value Enter List
      Actions: Do Show Item Name AND
      Do Show Item Description​
10. Preview the Form

Expected Behavior: All fields are hidden until a user selects either 'Upload Spreadsheet' or 'Enter List'

Actual Behavior: The Fields Group that contains the Item Name and Item Description fields is still visible, and the user can duplicate these Fields Groups
