Unclickable "Select Form" button on Content Page Edit

Steps to reproduce

1. Login as Admin
2. Go to Content and Data > Forms > Add a new Form
3. Add a text field
4. Save the form
5. Go to the top page and edit mode, then place a form widget
6. Try to configure the widget

Actual behavior
There's a "Select Form" gear button on the bottom left, but it's not selectable as it's faded out once you mouse over the Form widget. It's only clickable when it's published.

Expected behavior
The configuration button is actually on the top right, ellipse button to select the form. 
The configuration is all expressed as the ellipse button in other widgets from the UI standpoint, so I assume this widget would need to follow that design
