Document type language selector appears when all the structures are empty

Steps to reproduce:

1. Go to Content -> Documents and Media.
2. Click on the + button -> Add Video Shortcut.

Expected: The language selector does not appear since there is nothing to translate.
Actual: The language selector appears and is useless.
