Group selector delta parameter causes pagination issue

Reproduction Steps
1) Start 7.2.x
2) Go to control panel -->sites -->sites and add more than 10 sites (or you can use the attached script for that)
2) Go to Web Content and add a new Basic Web Content
3) Click the add image button in the editor
4) In the popup click on "sites" tab in the upper left breadcrumb
5) Set the entries (delta) to 5

Result: There are 5 Sites displayed, but you can't paginate to the next page
Expected: You can paginate and you can see the total entries are more than 10 and not 5
