Steps to reproduce

1. Go to Control Panel > System Settings
2. Click on Forms (under Content and Data)
3. Click on Forms (under Site Scope)

Expected result
The setting Maximum Repetitions for Upload Fields should be placed just before the setting Guest Upload File Extensions and the setting Maximum Submissions for Guest Upload Fields should be renamed to Guest Upload Maximum Submissions.

Actual result
The setting Maximum Repetitions for Upload Fields isn't placed just before the setting Guest Upload File Extensions and the setting Maximum Submissions for Guest Upload Fields isn't named as Guest Upload Maximum Submissions.
