Reproduction Steps:

1. Open a Liferay instance 
2. Add a Web Content Display to a page.
3. Add a web content using the web content display.
4. Write several lines of text in the body.
5. Add an image to the body.
6. Attempt to move the image by dragging the image to a new location in the text.

Expected Result: Image moves.

Actual Result: Image does not move.
