Translation is lost when default translation is not filled

    Description

      Steps to reproduce:

      1. Start a vanilla 7.3 bundle.
      2. Create a web content structure with minimum 2 text fields and add a translation to it in any language (I used Hungarian, but also tested with Dutch before).
      3. Start editing a new web content with the above created structure.
      4. Fill out one of the fields.
      5. Change the language to Hungarian and fill out the other field.
      6. Publish the web content.
      7. Open the published web content for editing and review the Hungarian translation.

       Actual behavior:
      The field that was filled after switching the language to Hungarian is empty.

       Expected behavior:
      The field that was filled after switching the language to Hungarian is not empty, it has the previously set value.

      Also tested on:
       7.3.x @efef3fc81ef95ada2d942e168a4b93904bb16c17 
       Master @227b969bf40dcb3131a49a987e126ebb3cdbb1c3 -> The issue is not reproducible, the set value persists
