Move of files not possible when there are more than 20 folders

When there are more than 20 document library folders, it is not possible to select these folders in a move operation.

Steps to reproduce:

1) Create 21 folders

2) Upload a file

3) Select the file and use the dropdown menu to move the file

Actual Result: A dialog opens showing the first 20 folders.

Expected Result: A dialog opens showing the first 20 folders since the default pagination is 20 entries, and the pagination can be seen.
