Steps to reproduce:

1. Create 21 users
2. Go to Control Panel > Users > Roles
3. Click in Administrator role
4. Click in Assignees
5. Click in '+' button
6. Select the first user of each page

Expected results:

• Two users are assigned to the role Administrator

Actual results:

• Only one user is assigned to the role Administrator
