Steps to reproduce

1. Create a new blank site
2. Navigate to Site Builder > Pages
3. Add a private page
4. Navigate back to Pages
5. Click on "+" to add a new page

Expected Result:
Page options to add are: Private Page, Private Collection Page 

Actual Result:
Page options to add are: Public Page, Public Collection Page
