Selecting roles is opening a wrong modal

There's a bug inside site_roles.jsp connected to UserManagementToolbarPropsTransformer.js

I've attached a video showcasing the bug.

Steps to reproduce:

• Go to People -> Membership
• In user tab click user kebab menu assign roles (the one present in the card) assert that no role is selected
• Click in the checkbox and in the management toolbar select assign roles (upper right side of the page)
• Select one or two roles and accept
• Click the kebab option of the card again

Expected result

The user has now the roles selected

Actual result

The user still has no roles selected
