Steps to reproduce:

1. Start a 7.3 bundle
2. Create a vocabulary, and add at least 7 categories
3. Create a web content
4. Go to its categories
5. Move your cursor to the top or the bottom side of the prompt

Current behavior: Another Scrollbar shows up

Expected behavior: Scrollbar not duplicated
