As a portal administrator, I want to be able to turn eSignature off so that digital signature data will no longer be displayed for users

Acceptance Criteria:

1. Given a portal administrator, when turning off the eSignature tool, then I must see some kind of warning message that states that turning off eSignature will not persist any data.-
   1. Message:  "Disabling will prevent users from seeing any eSignature data and requests." 
2. Given a portal administrator, when eSignature tool is turned off, the eSignature Requests sidebar menu will be hidden for all users.

1. Given a portal administrator, when turning off the e-Signature tool, then I must still see all the data generated during its use, if there is any.
2. Given a portal administrator, when having at least one document requested with an e-signature tool, the e-signature portlet must appear in the sidebar menu even after turning off its settings.
   • This behavior is individual for each site.
3. Given a portal administrator, when not having any signature request with the e-signature tool in a specific site and turning off in settings, the sidebar menu must be hidden for all users for that site.

Definition of Done (DoD):

• All Acceptance Criteria were passed;
• Make sure that the expected automated tests were created (unit / integration / functional) and passed successfully;
• Code with peer review completed;
• Validated by QA and PM;
• No critical bug related to Story scope (ex.: similar of FP4, FP5);
• Make sure that all system documentation were updated (if necessary)
• Make sure that it has the extensions points needed to allow GS and customers to customize the feature (If applicable)
