Reproduction Steps

1. Setup Liferay DXP 7.3 with Service Pack1
2. Start creating a Basic Web Content
3. Click in the content field and enter text
4. Double-click on text
5. Click on the link button in the editor and enter an incomplete URL, e.g. www
6. Try to Publish the web content

Expected Behavior
a) Article is saved or
b) The editor shows an error:
The URL you provided is incorrect and publishing is not possible until fixed.

Your request failed to complete. error can be seen,
