Federated Search doesn't work using the header Search Bar

Steps to Reproduce:
Add these widgets to a new page called "Fed Search" with these configurations:

• One Low Level Search Options:
  • Indexes: liferay-0
  • Federated Search Key: liferay-0
• Search Bar (1)
• Search Bar (2): 
  • Invisible: true.
  • Federated Search Key: liferay-0
• Search Results (1)
• Search Results (2):
  • Federated Search Key: liferay-0
• Custom Filter:
  • Filter Field: title_en_US
  • Occur: should
  • Invisible: true
  • Custom Parameter Name: q
  • Federated Search Key: liferay-0

1. Add a Web Content name "Dynamic Content"
2. Use the Fed Search page and Search Bar (1) to search "Content"
   Results: "Dynamic Content" appears in Search Results (1) and about 8 results in Search Results (2). I doesn't matter if it says "Result is unavailable" but if no results are returned try reindexing.
3. Set the Upper Search bar destination to the Fed Search page, "fed-search".
4. Try to search from either Search Bar (1) of the top right search bar.
   Expected Results: Both Search Result portlets show their results.
   Actual Results: Only Search Result (1) portlet shows it's result.

Note: setting the Federated Search Key of the upper right search bar to "liferay-0" will reverse the situation and only Search Result (2) will show it's results.
