The goal of this story is to be able to create Template for all type of information items using an Editor of template similar to the Page Editor for Content pages.

Given a user wants to create a new template

When the user navigates to Design 

Then the user sees a new section called Templates

When clicking on Templates 

Then the users sees Information Templates and Widget Templates tabs
