Due date popover and SLA processing date is not following the time format from the system language

      Description

       Summary:
      Due date popover and SLA processing date is not following the time format from the system language

       Steps to Reproduce:

      1. Go to Applications Menu > Workflow > Metrics
      2. Select Single Approver > Add an SLA to it
      3. Go to Applications Menu > Workflow > Process Builder
      4. Assign Blogs Entry to Single Approver
      5. Add a blogs entry
      6. Change the system to a language that uses 24h time format (e.g.: Portuguese)
      7. Go to Applications Menu > Workflow > Metrics > Single Approver
      8. Click on pending items and hover the cursor on the popover

       Expected Result:
      Due date popover and SLA processing date is displaying the time in 24h format

       Actual Result:
      Due date popover and SLA processing date is displaying the time in 12h format
