Requirement:

1. Create a Web Content with one tag
2. Create a Web Content with same tag and add another tag

Step-by-Step:

1. Go to Control Menu > Control Panel > Configuration > System Settings
2. Go to Content and Data > Segments
3. Go to Session Property Vocabularies > Add
4. Click Cancel and/or Save

Actual result:
A message of "System Setting is temporarily unavailable"

Expected:
Save a new vocabulary or cancel and return to last screen
