Always Override - Click to Chat Site Settings UI Not Persisting

      Description

      Steps to reproduce:

      1. Global Menu > Control Panel > Instance Settings > Click to Chat
      2. Enable Click to Chat & Select "Always Override"
      3. Go to a site > open site menu > Configuration > Site Settings > Click to Chat
      4. Toggle on "Enable Click to Chat"
      5. Select "LiveChat" as Chat provider
        1. Account ID: 12832203
      6. Toggle on "Guest Users Allowed"
      7. Click "Save"
        1. Issue 1 - Observation:  "Chat Provider" field is not persisted and is blank after saving:
        2. Expected behavior:  Chat provider should be populated
      8. Sign out or navigate to another page
      9. Sign back in and/or return to Configuration > Site Settings > Click to Chat**
        1. Issue 2 - Observation: the UI does not indicate that Click to Chat is enabled - there is no way for the user to see that an existing chat provider is active:
        2. Expected behavior:  It should show that Click to Chat is enabled and LiveChat is the active Chat Provider and Guest Users is enabled.
