When Guest Users Allowed is Disabled, Click to Chat is Disabled Upon Next Login

      Description

      This issue happens regardless of the Site Settings Strategy selected at the Global Level and regardless of the settings that were changed at the site level.  

      Steps below are for what happens in one of those scenarios:

      Steps to reproduce:

      1. Global Menu > Control Panel > Instance Settings > Click to Chat
      2. Enable Click to Chat & Select "Always Inherit" (you can also select "Always Override" and "Inherit or Override"
      3. Select "LiveChat" as Chat provider
      4. Account ID: 12832203
      1. DO NOT toggle on "Guest Users Allowed"
      2. Click "Save"
      3. Sign Out
      4. Sign Back In
        1. Observation:  The chat provider icon no longer shows up on the bottom right of the screen.  When you navigate back to the settings, it still shows that it should be enabled:
        2. Expected behavior: The chat provider icon should still display because it is enabled.
