When enabling web content Changeable Default Language after a server restart the option disappears when creating web content

Steps to Reproduce:

1. Go to Control Pabel > Configuration > System Settings > Web Content > Administration.
2. Check the box of Changeable Default Language.
3. Create a new web content and verify that  the option to change the content default language is available on the right side panel.
4. Restart the portal.
5. Create a new web content.

 

Expected Results:

The option to change the content default language should be available.

 

Actual Results:

The option isn't available.
